Michelle R. Rock
Michelle R. Rock, J.D., is Director of the Illinois Center of Excellence for Behavioral Health and Justice. Prior to becoming Director of the Center, Ms. Rock was the Specialty Courts Administrator for the 17th Judicial Circuit Court, Winnebago County, Rockford, Illinois, where she was responsible for overseeing the Mental Health Court, Drug Court, Veterans Court, Family Drug Court, and Juvenile Mental Health Court. As the Specialty Courts Administrator she also wrote and administered multiple grants. Prior to her role as Specialty Courts Administrator, Ms. Rock was an assistant state’s attorney for 16 years. As an Assistant State’s Attorney, Ms. Rock was involved with the development of a mental health court for Winnebago County and served as the prosecutor in the Mental Health Court from its inception in 2005.
Ms. Rock has been active in numerous state and local boards and committees. She is the past president and past board member of the Mental Health Court Association of Illinois and a past board member of the Illinois Association of Drug Court Professionals. These two Associations combined to form the Illinois Association of Problem-Solving Courts and she is a current board member of the Association. She is also the past President of the Winnebago County Bar Association. Past involvements include the Violence Prevention Collaborative Governance Team, the Community Corrections Advisory Board and the 17th Judicial Circuit Family Violence Coordinating Council.
Ms. Rock earned her law degree from Drake University Law School.
